Waste collection consultation

East Riding of Yorkshire Council is consulting with residents to determine what sort of kerbside waste and recycling collection service they want.
Councillor Stephen Parnaby OBE, leader of the council, said: “The collection of waste is one of the biggest issues facing us and other councils across the country.
“This consultation aims to ensure that we reach reductions in waste and increases in recycling by providing the services that our residents and council tax payers want.”
Residents have a choice of four options but, said Cllr Parnaby: “The council is very clear about the option which we consider our ‘preferred option’ (option three), but before we push ahead with the plans to deliver the improved recycling capacity we want to hear your views.”
The four options are:
Option one: proposes no change to the current service based on the green bin for non-recyclable wastes and the blue bin for paper, plastic bottles and cans.
The council’s view is that this option would not meet residents’ demands for improved recycling or the national targets and the council would face inevitable heavy financial penalties from Government.
Option two: based on the current green and blue bins collection cycle but with the addition of a fortnightly collection of garden waste in the brown bin for all East Riding households.
The council’s view is that whilst this option does help to increase recycling, it will not meet the longer-term targets and the council will still face some degree of fines and penalties.
Option three: provides residents with a continued weekly collection of non-recyclables in their green bin, plus a fortnightly collection of garden waste in the brown bin and a fortnightly collection of paper, plastic bottles and cans, with cardboard added in the blue bin.
The council’s view is that although being a more costly option to operate, this option does offer residents improved recycling opportunities, helping them to recycle more materials.
Option four: provides fortnightly collections of all three bins: the green non-recyclables bin, the blue recycling bin with cardboard added and the brown bin for garden waste.
Councillor Stephen Parnaby OBE, said: “The council’s view is that residents want us to provide improved recycling opportunities, but they still have significant concerns over any proposals which reduce the frequency of collecting the green bin.
“We also do not believe the time is right to move to option four, but would wish to know what our residents think.”

Tough targets enforced by harsh penalties
All the targets in the Government’s National Waste Strategy for England 2007 present every authority with tough targets enforced by harsh penalties. The targets are:
• REDUCE household residual waste from the levels collected in 2000 by 29 per cent by 2010, 35 per cent by 2015 and 45 per cent by 2020
• RECYCLE or COMPOST household waste to achieve 40 per cent by 2010, 45 per cent by 2015 and 50 per cent by 2020
• RECOVERY – (this means the recovery of energy and heat from the remaining non-recyclable wastes through an incinerator) should increase to 53 per cent by 2010, 67 per cent by 2015 and 75 per cent by 2020.
